THE National Bank of Cambodia (NBC) has announced it will dip into its foreign reserves and buy US$6 million worth of Cambodian riels this week to hold up the value of the local currency, but an economist has warned that downward pressure will persist at least through the end of 2010.
In an announcement Friday, the central bank said it would take bids today, Wednesday and Friday at its Norodom Boulevard headquarters, putting up $2 million in US dollar holdings on each of the three days to buy riels.
Permitted bidders include commercial banks, licensed money changers and listed businesses.NBC Director General Tal Nay Im said that because Cambodia was between harvests there was low demand for riels to buy agricultural produce, putting downward pressure on the value of the riel.

Planned fish hatchery to supply local farms
THE development of a saltwater fish reproduction centre in Preah Sihanouk province is scheduled to begin next year, financed by nearly US$10 million from Japan, a government official said Thursday.
Sam Nov, deputy director of the Department of Fisheries under the Ministry of Agriculture, Forestry and Fisheries, said the centre will be able to produce between 20 million and 30 million young fish per year to supply fish farmers.
"We expect that when the centre starts producing young fish that we will be able to double production to meet demand from local markets, and also increase exports," he said.The $9.93 million centre is scheduled to be opened in 2011, he said.Cambodia currently has around 40 saltwater fish-raising communities producing 40,000 tonnes of fish and shrimp per year, according to ministry figures.

Campaign to boost market for apartments
HE government kicked off a publicity campaign Thursday to promote a newly passed measure allowing co-ownership of buildings in the hope of boosting the depressed property market.
Minister of Land Management, Urban Planning and Construction Im Chhun Lim said promotion of the sub-decree, which was approved earlier this month, would give confidence to developers and investors currently constructing apartment buildings. The measure will be promoted through advertisements, he said.

THE government has warned Beeline, Cambodia's newest mobile phone service, to increase its tariffs following a dispute with market leader Mobitel, according to a letter from the Ministry of Posts and Telecommunications obtained by the Post.Dated August 17, the letter says that Beeline - in a meeting with Royal Group CEO Kith Meng - agreed to raise tariffs from US$0.05 a minute to $0.06.

ASENIOR central banking official said she hoped a government directive requiring civil servants to receive their salaries through a bank account will help efforts to boost the number of people in the country with deposits at commercial banks.
Despite rapid growth in deposits over the past few years, just 820,284 people, or 6 percent of the population, have deposit accounts at commercial banks, said National Bank of Cambodia Director General Tal Nay Im.

Metfone, VN bank ink deal to trade services
TWO major Vietnamese companies signed a cooperation agreement in Phnom Penh Tuesday to link their telecoms and banking operations.
Under the deal, Metfone, which is operated by Viettel, a wholly owned subsidiary of the Vietnamese military, will provide communications services to the Bank for Investment and Development of Cambodia (BIDC).
In exchange, the bank, which is owned by the Hanoi-based Bank for Investment and Development of Vietnam (BIDV), has agreed to extend Metfone a US$40 million credit line for the expansion of its GSM mobile phone networks and a 3G upgrade.
The loan will be disbursed in stages - the first instalment of $14 million will be made available today, according to a media release issued at the signing ceremony.

PRIME Minister Hun Sen met representatives of two Japanese oil companies at his Takhmao home Tuesday morning to discuss oil exploration rights in the Gulf of Cambodia, an official said.
A spokesman for Hun Sen, Eang Sophalleth, said the companies were Tokyo-listed Marubeni Corp and state-owned Impex Corp.

JAPANESE conglomerate Ajinomoto, which specialises in foods and seasonings, said it will invest US$6 million in a factory at the Phnom Penh Special Economic Zone (PPSEZ).
Ichiro Nishimura, president of Ajinomoto (Cambodia) Co Ltd, said the Cambodian arm of the multinational company would be established next month, with construction on a monosodium glutomate (MSG) packing factory due to start in October.
"We think Cambodia is an attractive market," Nishimura said Monday by email, citing Cambodia's high economic growth and similarities with Vietnam and Thailand, where the company already has a presence.
For the first phase, Ajinomoto will construct a 2,940 square-metre facility, Nishimura said. It is scheduled to go online in September next year with 150 employees.

The Web site of the parent company, Starwood Hotels & Resorts Worldwide Inc, also announces that group bookings are being accepted at the pre-opening office in Royal Orchid Sheraton Hotel & Towers in Bangkok.

Bad loans rising, says NBC

Nonperforming loans reached 5.2pc by June and could rise close to 10pc in the coming months, National Bank of Cambodia Director General Tal Nay Im warns.
NONPERFORMING loans at commercial banks rose to 5.2 percent by the end of May, up 1.8 percentage points from the beginning of the year, National Bank of Cambodia Director General Tal Nay Im told the Cambodian Club of Journalists on Wednesday.

BETTER Factories Cambodia, a division of the International Labour Organisation (ILO), released a report Wednesday citing continued improvements in labour law compliance among hundreds of Cambodian garment factories, but experts fear these gains are overshadowed by grim overall prospects for the industry.
Though acknowledging that approximately 60,000 jobs have been lost in the Kingdom's garment sector since November of last year, the ILO reported that 99 percent of surveyed factories paid full-time workers at least minimum wage, and that 84 percent of factories had at least one union.
Just one underage worker was discovered among the 175 factories visited during the study, which was conducted from January 2008 to April 2009.Questions remain, however, about how reflective the ILO figures are of the industry as a whole. FIGURES released Tuesday by the Kingdom's import-export inspection body showed July exports plummeted an annualised 26.4 percent, a larger decrease than in June, suggesting the worst of the economic crisis is not yet over for Cambodia.
After showing a fall of 17.5 percent in June, Camcontrol figures indicated that exports fell to US$249.94 million last month from $339.43 million in the same period last year, meaning that the garment industry, which is responsible for about 90 percent of Cambodia's total exports, had not yet overcome the worst of the drop in global demand, particularly in key markets the United States and Europe.

Tourism arrivals rebounded in July, says govt
A 10 percent jump in tourism arrivals in July eroded losses over the first six months of the year, according to unofficial numbers released by Tourism Minister Thong Khon.More than 163,000 people visited the country last month, he said, bringing arrivals for the first seven months of the year to 1,284,085, a 0.3 percent rise on the 1,246,685 million visitors through to the end of July 2008.
Figures for the first six months of the year show a 1.1 percent fall in visitor arrivals, compared with a year earlier, to 1,086,518. The figures include tourists and business travellers.An increase in visitors from neighbouring Laos and Vietnam offset a huge fall in arrivals from South Korea, which was the single largest source country for foreign visitors in the early part of 2008 until the bottom fell out of the country's economy.

It would prevent clients' using one piece of collateral, usually soft title on property, to apply for loans at more than one lender, a practice which has been linked to a rising incidence of non-performing loans in the sector.Many rural borrowers do not have [hard] land titles, so they use papers recognising their possession of land as collateral to borrow money from a financial institution," she said.

SOUTH Korean company KOGID Cambodia Co said Sunday it will start building a US$1.2 million corn-drying plant and accommodation for workers in Battambang provinces's Rotanak Mondol district by the end of this year.
KOGID Manager Oung Savuth said the company will begin building as soon as it finishes discussions with the government and receives a licence."We hope that when construction is finished, the machine will be able to dry 500 tonnes of corn a day and will help create jobs for 50 workers," he said.
If the Rotanak Mondol plant proves to be a success, the company will build more, Oung Savuth said, identifying three sites in Battambang and one in Kampong Cham province.

Annual bank report states bad loans minimal in 2008

NON-PERFORMING loans (NPLs) were kept to a "considerably low" level in 2008 despite rapid credit growth, but several large banks performed significantly worse than the sector average, according to a central bank report released Friday.
The National Bank of Cambodia's (NBC) 2008 annual banking supervision report, published on its Web site, showed that non-performing loans rose from 3.4 percent of total loans at the end of 2007 to 3.7 percent as of the end of last year.
The absolute value of NPLs climbed from US$52.95 million to $87.44 million over the period as the total value of loans soared 54.7 percent from $1.51 billion to $2.35 billion. Click to read more...

Motor taxes spark violent protests

Police and demonstrators clashed in Siem Reap on Monday over efforts by authorities to collect motor taxes.
Vor Vorn, 31, a resident of Siem Reap who claimed to represent the protesters there, said about 3,000 people had intended to demonstrate along the city's central thoroughfare Pub Street, but that police had prevented many from participating.
"Police blocked the street so we could not get through on our motorbikes," he said. "Several of us tried to crash through the barricades, but the police came and fought with us.
"Vor Vorn added that there were no injuries and no arrests made during the rioting in Siem Reap.

THE establishment by Australia and New Zealand Banking Group Ltd (ANZ) of a new Indochina subregion is "undoubtedly a positive" for its Cambodia subsidiary, ANZ Royal, CEO Stephen Higgins said Monday.
The subregion has been set up as part of a reshuffle across the bank's Asia Pacific, Europe and America Division after the acquisition this month of selected Asian assets from Royal Bank of Scotland for US$550 million.
Higgins said ANZ was the only bank with a "meaningful presence" across Vietnam, Laos and Cambodia, and that it was therefore "natural" for the bank to bring its businesses under one umbrella.
"This provides ANZ with a unique advantage, particularly in terms of serving larger corporates," he said. "While there isn't likely to be much change on a day-to-day basis, it is undoubtedly a positive for the Cambodia business, as we will be better able to leverage off the considerable investment that ANZ is putting into Vietnam.

The National Information Communications Technology Development Agency (NIDA) also released information security to ensure government information was kept secure and protected from system intruders, according to the report of the Phnom Penh Post.

A number of soldiers are returning to their barracks in various provinces since yesterday. Srey Doek indicated that this reduction will not affect the border protection in Preah Vihear temple region because the situation there is returning back to normal. Singapore group eyes investments

A delegation representing 21 companies from Singapore met government officials this week to discuss investments potentially worth hundreds of millions of dollars.
Delegation head Lawrence Leow, who is the deputy honorary secretary of the Singapore Business Federation, told the Post Thursday the group was looking at four key areas: tourism, agriculture, education and logistics.
"We see the progress, very steady progress in the country," he said. "The people are very warm, and the government is very helpful; I think it is good for foreign investments."
He said he could not speak for other investors, but that his company, the Crescendas Group, would invest between $30 million and $50 million in the tourism sector. "It depends on the project but I will invest in Cambodia.
I'm coming back very soon ... to continue my discussion," he said. An official from the Center for the Development of Cambodia, the country's key investment body, said the centre briefed the delegation Wednesday about the local investment environment.

Garment exports to Japan almost doubled in the first half of this year compared with the first six months of 2008, providing a bright spot in an otherwise gloomy year for the key sector, Ministry of Commerce figures show.
In the six months to the end of June, the country bought $9.62 million worth of garments, up 98.13 percent from the $4.73 million it sourced from Cambodia in the first half of 2008, according to the official numbers.
Exports of textiles climbed 39 percent to almost $450,000, while shoe exports edged down 10 percent from $8.76 million to $7.87 million.Officials said the uptick came as Japan reduced its dependence on garments sourced from China.

Advanced Bank of Asia launched global money transfer services Monday through a tie-up with New York-listed MoneyGram International, the mid-sized lender's chief marketing officer said Tuesday.

The tourism sector attracted the highest value of investment applications in the first half of the year, according to figures from the Council for the Development of Cambodia (CDC).
The government's investment arm approved seven tourism-related projects worth a combined $354 million over the period, or a little more than a quarter of all projects approved by value.
It also approved 12 agriculture-related projects, worth $323 million out of a total approval package worth $1.22 billion, involving 53 projects.Approvals were way down on the same period last year, when 49 projects worth $4.42 billion were approved, according to CDC figures.
Yun Heng, deputy director of the Evaluation and Incentive Department at the Cambodian Investment Board, an arm of the CDC, blamed the global financial crisis for the smaller average size of project approvals.

THE Appeal Court has ordered further investigations into the 2004 killing of trade union leader Chea Vichea, following requests from the defence lawyers of Born Samnang and Sok Sam Oeun, the two men accused of the killing.
"This case is still not clear, which requires us to conduct further investigations involving some police in relation to the [slaying]," presiding Judge Chuon Sunleng said after the two-hour hearing.

Thousands of people have gathered in Bangkok to present a petition seeking a royal pardon for former Prime Minister Thaksin Shinawatra.
The government has warned the crowd against violence and considers the petition illegal.
Supporters of Thaksin Shinawatra say more than four million people have signed the petition asking King Bhumipol Adulyadej to pardon the former prime minister.
The petition is to be presented to the Royal Palace Monday, after a rally of thousands of Mr. Thaksin's supporters, known as red shirts.
Last year, he was convicted of abuse of power and sentenced to two years in jail, but he fled the country.

Phnom Penh - Lightning has killed 113 people so far this year in Cambodia, making 2009 the worst in recent years for deaths attributable to the natural phenomenon, national media reported.
Four more people have been struck and killed by lightning since Saturday, the Cambodia Daily newspaper reported, including a 16-year-old youth walking two cows across a rice field on Tuesday.
The government's National Committee for Disaster Management (NCDM) said 93 people died last year from lightning strikes, more than double the 45 who were killed in 2007.
The deputy head of the NCDM, Nhim Vanda, said it was unclear why numbers are rising year on year, but said climate change could in part be to blame.
'This year lightning has killed more than 100 people, but it is more usual for lightning to kill around 40 people per year,' Nhim Vanda told the newspaper.
He said the government is making efforts to educate Cambodians about the dangers of lightning, and how to protect themselves in the event of a storm.
'Everyone should turn off TVs, radios and telephones, and refrain from touching metal objects during rainstorms,' he said.
The government will hold a series of workshops next year to educate people about the dangers of lightning.

Malaria deaths are up by more than half in Cambodia, and the global economic crisis is getting some of the blame.
The Cambodian health ministry says fatal malaria cases rose by 58 percent in the first six months of the year compared to the same period in 2008.
Authorities cite possible contributing factors as early rains, and late arrival of mosquito nets from the government for the wet season.

HLH Agriculture Co Ltd said Wednesday that Singaporean investors have provided US$15 million for corn production in Kampong Speu province to boost exports to Asian and European markets.
Rort Veasna, a purchasing officer for HLH, said an agreement was reached last year for investment in corn plantations on 450 hectares of land in the Thpong district of Kampong Speu, and an additional 10,000 hectares in Oral district have been added this year.
"We have purchased five German planting machines and two Chinese drying machines, which are capable of processing 300 tonnes of corn per day," Rort Veasna said.
HLH purchases corn from local farmers for export, and the $15 million investment would be devoted largely to expanding production in Cambodia, Rort Veasna said.

Thailand and Cambodia have agreed to waive visa requirements for each other's citizens starting next year to mark 60 years of diplomatic relations.

The foreign ministers of Cambodia and Thailand have signed a prisoner transfer agreement and joined a Thai-Cambodian Joint Committee meeting to reinforce cooperation between the two countries after the meeting had been suspended for more than three years..
Thai Foreign Minister Kasit Piromya and Cambodian Foreign Minister and Deputy Premier Hor Namhong have signed a prisoner transfer agreement between the two countries to set measures for convicts, after serving minimum period of imprisonment, to be transferred to serve their remaining sentences in their home countries. The agreement will enhance the collaboration in law enforcement of the two countries.
Moreover, the two representatives have joined the sixth Thai-Cambodian Joint Committee meeting to discuss further bilateral cooperation in various aspects such as education, culture, society, sciences, economics, tourism, and security after the meetings had been suspended for more than three years.

PHNOM PENH, Aug. 3 (Xinhua) -- Cambodia's confirmed A/H1N1 flu cases have increased to 21 on Monday, a health official said here Monday.

Three soldiers died and one became seriously ill after eating potentially poisonous mushrooms picked near the temple of Preah Vihear, where a border dispute with Thailand continues, military officials said Monday.The first death took place on July 27, followed by one on July 29 and one on July 30. The fourth soldier remains hospitalized in Siem Reap.Chea Mon, commander of Division 4, said the men cooked and ate unknown mushrooms in a soup a few days prior to the deaths. “We tried to cure them, but we couldn’t help, because they ate a lot of poisonous mushrooms,” he said.The deceased soldiers were identified as Ros Mao, 30, So Rim, 32, and Sing Roeun, 34. Yoeun Be, 30, remains in the hospital.The soldiers were stationed near Preah Vihear temple, where an ongoing border dispute has meant the mobilization of thousands of soldiers over the past year.Srey Douk, commander of the armed forces in the Preah Vihear operation, said his soldiers had plenty of food to eat, thanks to donations, and he warned other soldiers against eating unknown mushrooms scavenged from the forest.
